Morocco offers investment frameworks, treaties and sector-specific incentives. Eligibility depends on the investor, activity, location and current law. A foreign buyer should not assume that general investment promotion creates a personal property-tax exemption.

Tax Treaties
Morocco has treaties with various countries intended to coordinate taxing rights and reduce double taxation. Treaty relief is not automatic and may require residence certificates, filings and beneficial-ownership evidence.
The investor’s home country may continue to tax income or gains.
Property Taxes and Fees
Property acquisition, ownership, rental and sale can create registration, local, income and capital-gain obligations. Rates and exemptions depend on the facts and transaction date.
Foreign status alone does not remove these liabilities.
Business and Development Incentives
Qualifying companies or projects may access incentives under the Investment Charter, industrial or export frameworks, Casablanca Finance City status or designated zones. Conditions can cover activity, jobs, capital, location and reporting.
A villa or passive rental does not automatically qualify as an incentivized business investment.
VAT and Construction
Certain investment goods or development activities may receive specific VAT treatment. Developers should confirm eligibility, recovery, documentation and adjustment risk before including a benefit in the budget.
