Can a foreigner buy freely in Marrakech?

Yes, without ceiling, provided the purchase was funded in foreign currency through a Moroccan bank and the investment declared to the Office des Changes under the convertibility regime. We lock this in at acquisition; without it, transfers of sale proceeds are staggered over four years.

How is a non-resident taxed?

Registration duties of about 4% at purchase. Rental income is taxed at 10% below MAD 120,000 a year, 15% above. On resale, the capital gain is taxed at 20%, with a minimum of 3% of the sale price. Double-taxation treaties apply with most European countries.

Yes, several banks lend to non-residents, usually with a 30 to 50% down payment. The borrowed dirham portion, however, falls outside the convertibility regime. For a clean exit, foreign-currency funding is often preferable, and we assess both.
